When completing the Household Size part of I-864, it states not to list anyone twice- but asks you to list the person you are sponsoring in addition to dependents and spouse. Since I am filing for my spouse, do I just mark that I am married? If I do, i have to enter "1" for him, but have already listed him in 21a as hes the beneficiary! Help!

You only enter people once. They KNOW that the person you're filing for is your spouse (you entered that earlier).

Joint-sponsors may occasionally have a spouse so that's when that parts important. i know it seems weird but start at the top and never repeat anyone. They will realise that as you're filing for your spouse, that's why that's blank.

Correct, they mean other people in the household... Say you are sponsoring your parents, in that case you would have to add your husband in your household... Since you are sponsoring your spouse, you do not have to list him again... Each person only ONCE!!!
