Paying IV bill online

My spouse and I were stalled in the NVC processing for several months while waiting for a police report. Now we have all the docs and are ready to get the ball rolling again.

I paid my AOS bill ($70) a while ago, but have not yet mailed the I-864 documents (will do so tomorrow). The NVC Invoice page shows the IV fee of $400 as "Not Paid" but when I click to select that fee to pay, I cannot get past that screen. Does this mean my IV bill has not yet been generated? Does the I-864 need to be received at NVC before the IV bill can be paid?

I'd be grateful for any help!
