My wife received her visa from Air 21 yesterday. She noticed that the envelope is not completely sealed, but has been cut caddy-cornered near the top. Is this normal? What is the purpose for cutting it like this?

It's normal, these days.

Allows any CPB/IO staffers to check the file for completeness without having to OPEN IT UP.

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !
Ya know, you can find the answer to your question with the advanced search tool, when using a PC? Ditch the handphone, come back later on a PC, and try again.
