i guess he can travel as long as his back in the states before the time on his conditional visa elapses or expires, other wise he can't come back in

Yes. He just cannot be outside of the country for more than a year, otherwise he will have to apply for re-entry.

Not an issue unless he will be out of the country for more than a year... Otherwise he can come and go as he wants...

He can always go out as soon as he comes in but well it depends on the length of time, now its like 5-6mths outside the country, my father has a reentry permit (which allows him to stay away for as long as 2yrs if need be and not lose his GC, had to apply for it, u can get it if u work for a company US has interest in), but even then when he comes in after 5mths, they question, and sound irritated. some people get questioned, some dont, it all depends on whoever is at POE.

An aunt stayed a yr outside because her husband was sick, and just brought evidence about it in case they asked.

Also if he plans on naturalizing, he'll have to remove the time spent outside (if its more than 6mths)
