what does it mean if you get a touch?

The touch that early usually means they could have moved it to the appropriate area or they took your check out of your package to cash.

That's what I take it as, anyway.

hello, i check my case status on USCIS website.. i sent the I29f form in on and they got it on NOV 4th. it says it was touched on NOV 8th. what does this mean? did they already review my case?

Probably that they put a barcode on it and put it on a shelf. Touches do not mean looked at, it just means the barcode was scanned, for whatever reason.
