To avoid confusion you're not signing "VISA" forms. A VISA is completely a different animal from the other various application forms. You will sign a document(s) in front of the consulate during the interview but it is not a "VISA." If the Embassy decides all is in order in about 10 days after the interview you will be mailed your passport and there will be an I-94 stapled and stamped into it - that is your VISA. Do not open the sealed envelope! The Embassy will send everything to you via their private courier service.

Nooooooo. He will get his pasport back with a visa in it. When he arrives in the United States he will get an I-94. The I-94 is NOT a visa.
