How accurate is NVC fee payment login faild

I have read allot about login-failed nvc payment website, case complete. How accurate is that. Referring back to USCIS, my I129f still says "RFE received", yet it's approved and in London (though not continuing with it). My USCIS status for I130 changed once from Received to Approved.

This draws me to my original question. Can you still receive a Interview date AND still be able to log into the payment website? The unfortunate thing is, that there is no sure way of finding out your case status on-line when dealing with NVC, you have to call NVC. This is not the worst thing.
