you can't file any petition for a visa for your sister (or any sibling for that matter). she has to apply for a tourist visa on her own and meet all the requirements to get one.

why do you want her to file for fiancee or spouse visa if she's "not ready/doesn't want" it?

looks like the reverse of things (choose visa type/option then look for a guy to do it for her?...i hope not...

Unless sis is rich or has reasons she MUST return to PI her chances of getting a tourist visa are slim and none.

Sad, but true the chances of getting a tourist visa are almost impossible and I think that is very wrong. The truth is here in the USA we have between 25 - 30 million Illegal aliens, but let a Filipino want to come over honestly and they say no! go figure!

And how do we know who will come honestly and not overstay. The law is the way it is because many people on visitor visa's overstay becoming illegal, this includes many Filipino's.

If there wasn't a problem with Filipino overstays then PH could be in the VWP but unfortunately there is a problem. Can't blame USCIS for reacting to situations that warrant a reaction.

Yes, it's unfortunate that innocent would-be visitors get caught-up in the reaction but that's how it works.

Or you can file for your parents visa once you become a citizen and then once they become citizens, they can bring their never married children up to age whatever it is. That should take about 8 years before your parents can file. Hopefully, your sister will not have timed out before then. Good deal. No more waiting for 25 years or more.

Bullwinkle: "No, they are just confused."
