No, you cannot email them back the forms, but although this has nothing to do with packet 3:

My fiance was asked to re-submit a DS-157 (after being on AP) and the embassy requested his DS-157 via email. My fiance did send it to the embassy via email attachment on Sept 18,0 09 and today, a week later, it has not been entered into the system, as DOS tells us. So my fiance sent it out again, but this time by post Royal Mail Special Recorded Delivery so that we have receipt of when they receive it, because for all we know, they could have just deleted that email since it is not normal for the embassy to be requesting forms via email and receiving them as attachments, I am sure they have a rule about not opening/accepting attachments, which is why it is absurd to us they requested his via email specifically, but anyway, we sent it out again via post. The best way to send the forms back to the embassy is Recorded Royal Mail Special Delivery, so that they are received in time and that you get a signature on it from whoever receives it.
