Call your post office and see if they do passports (most of them do) and ask them if you need a new 2" photo or if they will supply it. My post office did the photo for me and had the forms and everything. Call them and see if they can help you out. A renewal passport should be free of charge if you make a change to it within 1 year of it being issued.

Are you renewing a Phillipines passport or a US passport? Cause they're two different processes...
