Good day to all filipina VJ's, I would like to ask regarding the birth certificate.

My NSO birth certificate is unclear ,too much black ink scattered everywhere and can't be read easily.

If i will send the NSO BC to the NVC do they accept it and no RFE?

Any idea are welcome...

God bless...
