I have noticed MISSOURI is left out of this list (MO). Which lockbox should it be?

You can always look at the I130 instructions on the USCIS website.

People from MO are not allowed to file an I-130...

It's the first lock box.

Perhaps a Mod can push this thread into the Site Discussion forum so Ewok will see it (something for him to do while he's in Hong Kong)...
