You can fill them out with pen or on a computer. I would recommend doing it with a computer for a number of reasons though.

When filling it out on the computer, there may be areas where the data doesn't fit. You can either attach a page or write it in by hand.... hopefully you have good penmanship!

It's fine to do it in pen, just make sure to print clearly. Don't want any pesky RFE's over something as silly as illegible penmanship.

Pen or printed, or any combination thereof, as long as it is legible. They prefer black ink and I used blue to be contrary. I am such a desparado!
