I want to know, Do i have to submit a I-864 form at the same time with a I- 134 form if i dont meet the poverty guide lines? I say this because ive talk with someone from the USCIS, and he told me that i could, is that true?

No, this is totally incorrect. More bad information from USCIS operators. I would take any information you get from a USCIS operator with a grain of salt. If you don't meet the poverty guidelines, you will need to line up a co-sponsor.

i suggest get a co sponsor that the income is above the poverty level

No. The people at the USCIS misinformation call center do not have information about this. When asked a question a government clerk will always make up an answer rather than ask someone for the correct answer.

You present the I-134 at the visa interview. You present the I-864 when you file the adjustment of status after marriage.
