Hello all - I am hoping someone here may give me some advice.

There is a significant chance that I am going to take a job in Russia this fall - this is where my fiance is from, where I lived when me met, etc.. If I take this job, I would move to Russia, but still want to come back to the U.S. for the wedding (my sister is in a wheel chair and can not make the trip). In this case, I think he could apply for a tourist visa just to come for the wedding and leave our plans for a fall wedding in tact. The glitch is that I am not 100% sure I will change jobs and I have heard that Kirill can not apply for a tourist visa while we are waiting for a K-1. Does anyone know if this is true or not?

He can apply for the visa. The tough spot is at the POE. That is where the person needs to show strong ties to home so that he/she will be allowed in.

There are a lot of posts on VJ regarding fiance(e)s entering while in the K1 process. Many are successful.
