Police clearence from Another country

Timeline

Im indian citizen married to american citizen... my wife applied for me... it was done in feb 09... now i have to submit ds-230 and some documents too..

i have got my birth certificate, local police clearence , passport clearence... but 3 years earlier i used to study in romania (europe) now i need to get police clearence from there too ...but its a long process as i have sent a power of attorney to some friend there but i was wondering if i can submit just ds-230 and other documents that i have and submit romanian police certificate at interview only. cuz due to this whole process is getting delayed....

so any suggestions?
