This is really strange I went on the CSC website, and now they are processing applications for April 09. So, far I have not seen any April 09 approvals yet. I think their dates do not reflect their actions.

I think you've misread something. Those processing times are as of April 30th 2009. Meaning on April 30th, they were processing petitions filed 5 months earlier (November).

Not sure what you're looking at but their web site shows 129F processing time of 5 months (not April 09) for California Service center and November 08 for Vermont.

As far as I know there is no "CSC" web site. There is the USCIS web page which will show processing times for all of the service centers. At the top of the page for each service centers processing times there is a clear explanation of what the data means. On the CSC page the current processing time for a 129F is shown as 5 months. That means most are being processed within 5 months of being received (not all, as is the case with mine and others). On the page with the Vermont data they currently show that they are processing slower than the targeted 5 months, in this case they are processing applications from Nov. 08. Again, they explain all of this at the top of each data page.
