I'm ready to send this I-129F today, but I want to be extra sure about two things. I live in North Carolina so I'm guessing it goes to Vermont, and then who should the check be written out to?

check the k1 guides and you will find out where to send packet ,,,dont guess at anything,,,,good luck

Those questions are specifically addressed on the instructions page(s) of the I-129f.

I'd suggest checking there, then perhaps going over the Step-by-Step assembly instructions in the Guides (above) to be sure you've included everything. Better to do so now than to wish you did later.
