If you are still interested. My aunt got married to an American. She was a Russian citizen from Transnestria. Her interview was in Romania. She as a russian citizen (not moldovan) needed a visa to go to Romania. To get the romanian visa she either had to apply for it from Chisinau (Moldova) or Odessa (Ukraine). No difference. Best advice - go to Odessa, less crowded. Good luck!

Little late to the conversation but Romania has currently closed the border between Moldavia and Romania because of the troubles this weekend. Romania joined the EU last year, now Moldavian citizens will need a visa to enter Romania. Wonderful. Additionally in this case the beneficiary is a Russian citizen so he will require a visa to enter Romania.

Normally, Moldavian citizens apply for their K visas in Romania.

The beneficiary can choose which consulate he wishes to attend, however the consulate can refuse him. So, the beneficiary should choose Romania or Moscow whichever one the beneficiary feels more comfortable with.
