I called the NVC tonight, and I am very pleased that the NVC says my case was forwarded to the US Embassy in Dakar on 2/20/09. The only letter I received from them is dated 2/23/09, and all that letter says is they received the approved I-129F package from the VSC and they will send it along to the Embassy. They say they sent me a letter on 2/20/09 advising me that they sent the package to the US Embassy in Dakar, but I only received the letter dated 2/23/09 that said they received the package from VSC. How could they send it to me before they received it? Is this common?

NVC probably received your case between the 17th and the 20th, and they sent the package to NVC. In my case I received two letters from NVC saying my case was forwarded to the embassy. One on the date they said they originally sent the file, and one dated a week later. Also the day they say the sent the package, is the day they prepared the DHL package, but not the date that DHL picks up the package, so there is a delay there as well.

So, if I understand you correctly, what you're saying is that the NVC is not a well-oiled machine.

Don't worry. Its not important. I never got a letter from NVC. I also didn't receive the NOA2 until AFTER my hubby had come to the US and we were married. Just be sure to follow up with the consulate in Dakar to make sure its received, check if they have mailed packet 3/4 to your fiancee if they can tell you the interview date.

lol. A well-oiled machine it is not.

NVC claims they sent the package to Rio Consulate 26 Feb

So far Rio say they haven't received it. I wanted to change my SO's address

while NVC was processing. I'm starting to believe NVC still sitting on it.

I have worked in State Government for more than 30 years. I have seen some agencies that work well, and others that don't. I have also seen some agencies that parce their work in such a way that some parts of the operation are very slick, while other parts of the operation are bureaucratically inert. In my case, the part of the NVC operation that physically receives and mails the package seemed to work like clockwork. The US Consulate in Dakar confirmed receipt of the package on 2/27/09, which is consistent with a mailing date from the NVC of 2/20/09. The communication end of the NVC seems to be lacking, both verbally and in writing. At least I have confirmed that the package is where it is supposed to be. Good luck with yours.
