I wrote down Vancouver as my local consulate on my 129f petition, it was approved on Jan. 29, 2009, although I just called the consulate and they said that they do not process k1/3 visas. Where will my visa be processed, and further where will my interview be? Being that it will not be in Vancouver and I wrote Vancouver as my local consulate, will this create a large problem for me?

I don't know where your interview will be, but I wouldn't worry. They will inform you when you receive your interview letter and I wrote Toronto as my local office not knowing Montreal was the only one that did interviews near me, they are used to that and it was no problem. I only learned after on VJ of my error.

Timeline

Vancouver doesn't do CR-1 - immigration visas - but they DO do K-1s and K-3s -non-immigrant visas. Many Canadian vjers here received their K-1s and K-3s from Vancouver. Perhaps the person you talked to on the phone thought you said CR-1 or immigrant visas instead of K visas. You'll be fine.

Besides which, I believe I remember seeing something on the form stating that it was basically a preference, i.e., that they would tell you where to go anyway and you had to go there as opposed to what you put on the form. I think it'd be silly for them to send an RFE for this; I wouldn't worry.

Yes, they will tell you where to go to interview, regardless of what you put on the form.

Yes, Vancouver does interviews for K1 and K3 visas, if you live in western Canada, otherwise your file will be sent to Montreal and the interview will be held there.

Sometimes, and this has happened, you're supposed to have your interview at one Consulate, but they do send it to another. If you hear from Vancouver, and it was supposed to be at Montreal, you'll have to email Vancouver and ask that they transfer it. It's usually done right away, so might be just a week delay.
