Can previous K-1 cause Delay?

Timeline

My fiance' had a K-1 previously with someone eles, but she never used it and it has already expired. Can this previous K-1 cause delays in getting the NOA2 at the Service centers?

It expired August 2008...can that cause delays?

if the file is somehow still active or a very quick second petition.... A thread recently about a benneficiary in a similar situation, with not much time expired from the previous petition. The USCIS wanted confirmation from the original petitioner on the demise of the relationship.
