everywhere you go in vn, you have to bribe them. :)

Just woke up, can't sleep. Thanks to everyone for your help. I have no problem with the bribe thing, :whistle: but apparently, they just asked her for the normal 100,000 dong payment - they just couldn't accept it until she changed her ID card and housebook. So now, she is going to have to do both those things and then we'll see if they will process the police certificate like they said or if we still have to bribe.

Question: Does she bribe upfront or pay the 100,000 dong, go back in and if paperwork is not there, hand them more to "expedite"? Bribers, I need some advice...haha

When I dealt with So Tu Phap the 1st time when I got my marriage certificate, I handed the person, who expedited my forms, an envelope with a little bit of money with my info on it so they remember where the money came from and asked for their phone number. Then I called them every so often to check on the progress. Whenever they got my marriage certificate in I handed another envelope with the same amount of money in it.

I know for a fact that the birthplace of Mai and the birthplace of her father are listed as two different places, because they are two different places. These guys are smoking crack, or trying to get a little something extra.

Can you ask Mai what is Nguyen Quan? Does that have to be the same as her dad's? Phuong was looking up the rules online and said they are right, "you have to follow your dad" - whatever that means. Obviously, I am at a loss here as far as understanding what is going on.... Ask Mai if the Nguyen Quan on her Ho Khau and id card was the same as her dads. Thanks

Ah, I must stand corrected. Well, not exactly corrected, since I now realize I was talking about something completely different. Sorry about that. I did ask Mai what nguyen quan meant, and she said, "I will have to think about that." At any rate, it's not "place of birth," and I'll be danged, her father's place of birth IS listed right there on her ID card.

The father's place of birth is important because of this whole "registry" thing. My second wife says they do the same thing in China. I'm really beginning to appreciate how easily we here in the U.S. are allowed to move easily from place to place with no hassle and full benefits.

Don't sweat it, just get it done. Word to anyone going through the process, don't wait for the packet to start gathering docs and info. Go to the consualte website and get the list of needed items and be working ahead of time to be able to turn around the request quickly.

bribe the police. if they hesitate, offer double the original bribe. it's only 20 or 40 dollars to straighten the mess out. for the right price you can have it back in a day or two. this is very common over there. infact it's expected.
