To have a passport in your married name, you need to attend CFO seminar before filing since the CFO certificate is one of the requirement.

For spouses / spouses-to-be / partners of foreign nationals

Certificate of attendance of the Guidance and Counselling Seminar issued by the Commission on Filipinos Overseas (CFO) (the seminars are held in Cebu and Manila)

Here's the link:

CDO DFA

I'm not sure if you can file for your passport in Cebu or Manila.

CFO first. DFA requires CFO certificate for all MARRIED passport applicants with FOREIGN SPOUSE. I did renew my passport and upgraded my status to married. They re-scheduled my appointment because DFA wouldn't process my passport application without CFO.

For fiancee/fiance of a USC that will be traveling to USA-. If you don't have passport yet, you might as well attend first the CFO seminar because you need a certificate from either St. mary's or People's reform. This certificate is required so you can get a sticker from CFO main that will be put on your passport which is necessary so you can leave the country.

After you have this certificate, now you can apply for passport.

For Spouse of USC that doesn't have passport yet-. You need to attend first the Guidance counseling from either St. mary's or people's reform so that you can get a certificate for you to be able to file a passport application. (you can't apply without this counseling certificate even you are well armed of other requirements)After you got your counseling certificate you can apply for passport, get your sticker(if you already have a visa).

Now you have your married name passport.

Recently as in 2 weeks ago, Trisha got her passport changed to my last name with no CFO sticker. Just a marriage cert was required. I figured it would need th sticker also but it turned out to not be needed. .

Hello Surigaonan! My fiance's from Libjo, and she's going to the newest DFA office in Butuan City to get her passport. After my trip, she plans to do the CFO in Cebu, because she has family there.

Moving on w/life

If you are a fiance or single and planning to marry there in the Phils get the passport first and besure to tell them its FOR TRAVEL, dont say you are fiance or planning to marry.

If you are married you need the CFO first before you can get a passport or renew your old passport with your married name.
