We have applied through the Consulate for a CR-1 visa and my wife is waiting with her family in Kyoto, I am in the US. She has lived both in Tokyo and in Kyoto since the age of 16. I have read through the Japan filers postings and am not sure whether or not she needs to: 1) obtain a police certificate in both Tokyo and Kyoto or 2) obtain a single police certificate in the prefectural police office in Kyoto that will serve as a national certificate as well? Thank you.
