Confused about what to do

Timeline

Everything has been approved through NOA 2 and fiance has mailed her packet to the Embassy in Moldova. The problem is that we were notified May 5 that our process was on hold until I received a new piece of paper related to IMBRA and send it back to USCIS. The paperwork has not come yet and I am wondering who I should contact to keep the ball rolling. We are at a standstill until I get the extra addendum to my paperwork from USCIS. Any advice is appreciated.

JULY: Met Ana when my Russian tenants had a BBQ at my house

OCTOBER: Ana's visa about to expire time to go home to Moldova

JANUARY 2006: Flew to Moldova to ask her parents permission to marry her

Engaged January 12, 2006

Left Moldova January 28th

MARCH 3: I-129F sent to Vermont Service Center

MARCH 10: NOA1 Received

APRIL 26: NOA 2 Received Approval

APRIL 28: NVC forwarded to Embassy in Romania

MAY 5: Received by US Embassy in Romania

MAY 12: Packet 3 Received

MAY 17: Packet 3 sent to US Embassy in Romania

MAY 17: Fiance notified of impending RFE due to IMBRA LAW

JUNE 30: Case Reopened at VSC

JULY 6: Received IMBRA RFE

JULY 10: Mailed RFE back to VSC

JULY 17: VSC has acknowledged receipt of IMBRA RFE

AUGUST 8: VSC Approval of NOA2!!!!! Great Day

SEPTEMBER 19: Interview in US EMBASSY Bucharest - VISA GRANTED

OCTOBER 16: Fly to Moldova

2007

JANUARY 11: Fly home to America with Ana to get married!

JANUARY 16: Married in North Conway, NH

JANUARY 19: Filed for AOS and EAD

JULY 13: Received Green Card and Employment Authorization Card

I'm afraid you're in for a bit a of a wait. They can't send you the new IMBRA paperwork yet because the forms don't exist yet. USCIS has totally dropped the ball on this - they knew this was coming back in January, but they waited until the law came into effect in the beginning of March to start working on the new forms, and now everyone is on hold until they get things straight. A draft version of the new I-129F form has been created, but unfortunately, contacting anyone to "get the ball rolling" won't do any good - they simply don't have the new forms finished yet.

The good news is that it looks as if the draft form may be approved on June 9 - that's the date on the form anyway. The draft also references efiling of the form. So the hope is, once the form is approved you will get an email from USCIS with instructions for downloading, filling out and returning the form. No way to know right now if this is really what will happen and when, but it looks like things might be moving in the right direction.

They will probably make you pay just to send in the updated for because of IMBRA. It seems the way things are going this process is at a standstill.
