Do field offices process N-400 apps in a "first in, first out" manner?

I assume that all N-400s have their "first touch" in the order in which they are received by the field offices, but after that, is it a strict queue? For instance, say there's a very complex application with a bunch of questions and gray area issues that will take a long time to resolve. Do all the N-400s received at a later date have to wait until this complex N-400 is processed in full?

I'm trying to figure out if a "simple" N-400 with no issues will end up going through the system faster than a complex N-400 filed at the same time.

11/14/08 - sent off N-400 to Vermont Service Center

11/18/08 - NOA stating app sent to National Benefits Center

11/24/08 - NOA giving fingerprinting appointment

12/18/08 - fingerprinting appointment

I think there is not much difference except the case that it requires additional check and/or documents.

It is really mattered with your FBI namecheck process result in most cases.

If you have NO HIT from FBI namecheck, it will be processed as fast as their resources are available.

In most cases, interview officer will depends on interview to review the cases.

If they catch something from interview, and you don't have proofs/evidences they request at the time,

it will be delayed.

But as long as you have evidences and/or proofs, it will be o.k.

If they see they need more time to check your background or something like that, it may be delayed.

But in most cases, it is delayed to wait for security clearance from FBI namecheck.
