Your situation is very bizarre, why would a Mayor send somebody else to perform a very important rite. (a wedding). :(

I cant help you but I wish somebody will. Don’t worry, I know there’s a solution to your problem.

If you can not prove a 2nd legal marriage, can you just get married again or can you apply for different type of visa (a fiancé visa maybe)?

Again, I don’t know but I’m curious.

Maybe you can call the embassy or NVC and ask for an advice, because for all you know you are legally married.

Good Luck!

I don't know the law but it seems to me that if you believed you were entering into a valid legally binding marriage and the person performing it falsified their right to perform it, there would be grounds for submitting either a new certficate of vows or something. Are there any public records that you are allowed to look up for your marriage? Seems like a lawyer is needed to answer this one.

If you have an invalid marriage it means that you are not legally married. You either need to get married properly or abandon this application and try a K-1. Sorry to hear that! That really sucks. :(
