They made a mistake in scheduling the interview too early. You cannot be approved before 3 years of permanent residence. They cannot make an exception.

I went to infopass appointment yesterday at Boston office as I had noticed people getting interviews that filed a month after me. I was told that they will not schedule an interview before the 3rd anniversary of LPR so as my 3rd anniversary was only on Nov 9th I have to wait for interview, but they were able to tell me that everything is cleared and all ready for interview and it should be in Jan.

I saw many people have their interview with in2 months from filing. You could do the interview before the 3/5years but the oath has to be after the 3/5 years completed.

It depends on the officer, whom you are dealing with.

According to the rule, they can not make the decision until 3 year's anniversary passed.

If it is closed enough, some may proceed the interview, then schedule oath ceremony after 3 year's anniversary.

But some may postpone the interview to the date after 3 year's anniversary.

Or they can deny the application.

So it is really up to interview officer how to handle the situation.

On oath ceremony date, they will check important stuffs any way.

Therefore this is another "Your mileage may vary(YMMV)" case.
