Question about yellow paper.

Hi everyone! I don't know much about the process to getting a visa, but I will explain all I do know so you can help me. I am an American Citizen, but my fiance (newly engaged!) is a Peruvian Citizen. He came to the states when he was 10 years old, he is now 21. He got a letter saying that he has an interview in the U.S. Embassy in Peru in October, and I guess it said something about the final process for getting his visa, so we made plans to go there. Btw, he is getting an immigrant visa. We went there 2 weeks before the interview date so he can do all the medical stuff so he can get the paper (results of the medicals stuff or whatever). On the 28th, date of his interview, he didn't get his visa because he needed someone else to do a joint affidavit and he was missing his judicial records (I think that's what it's called). Our flight was the next day (basically the same night since our flight was to be at 12:25am). Of course I had to leave him behind because someone has to pay our rent! Hehe. So anyway, his mom was able to find someone to file the joint affidavit and he received it on November 6 and mailed it through DHL the same day to the embassy.

What I need help with is how long would it take for the embassy to review his papers? He said the interview went fine, they already took his fingerprints and everything, and the consul (I think that's what you call the guy) just said to him to mail the rest of the stuff missing. The consul kept the passport and everything. DHL gave us a tracking number, and since November 7, it keeps saying "Awaiting pick up by recipient as requested". It said it on November 7, 10, 12, 13, and 14. He asked DHL what that meant, and they said they're waiting for a package from the embassy for him. The first time he called, they said it's a four day process, so he should call back on Wednesday the 12th, but until yesterday they received nothing. He tried calling the embassy on Thursday, but a lady said they're still reviewing it. He tried again on Friday, but they told him something about they can't help him over the phone on Fridays, but I checked online and it said Mon-Fri 2-3pm! So she wasn't very helpful.

I read on the embassy (lima.usembassy.gov) that they will be closed November 17-21 on the consular section and no processing will be done. I was so sure he'd be home this week.. at least I really hoped his did. I am very sad and cry almost every day due to not knowing when he will be back. I hope you all understand that I am still young (just turned 20 on November 7... had to have my 20th birthday without him..) so please don't bash me for being so depressed.

Does anyone know how long it will take to review his affidavit and judicial record (nothing on it btw) and how long it will take to arrive? I'm so sad that the consular section will be closed all next week, and then on the following week it will be closed on the 27th due to Thanksgiving.

I mean, they already contacted DHL the day after they received his papers, but all last week my fiance received nothing!

Short answer: As long as they want. They have no regard for separated loved ones. But, it sounds like they're close, so I'll make a wild guess and say within a month or two.
