My friend who is already in the USA said I should go to a CFO seminar because they won't allow me to board the plane if I have not attended the seminar. Can anyone clarify this. And also how do I set up an appointment for this seminar. Thank you.

your friend is correct. You need to first attend Counseling for spouses. This is the link. It includes a flowchart on how to complete this step which can be done in Manila or Cebu. Then you need to complete your pre-departure registration requirements.

Yes, you have to attend CFO seminar. It's just a sort of orientation of what to do in cases of some irregularities once you are already here in the country.
