As the article states, I fail to see the connection between chest size and driving ability. I think it's ridiculous, though I suppose if someone can present evidence that having a small chest presents a danger to those on the road, I would be willing to listen.

Though I may be mistaken, it might be an effort to stop children from driving. In rural Thailand, it's not uncommon to see eight and nine year old children driving 100 cc motorbikes. I heard some frightening number about how many kids under the age of twelve are killed each year driving motorbikes there.

Without coming out and saying "This is a ban on child drivers." that might be what is inferred.
