Timeline

I am working on an IR1 and we sent or DS-230 and got an RFE. We need to obtain a police report for portugal. My wife and I lived their for 2 year while I was in the military. I called the embassy in the azores where we lived and they had no idea what to do which concerns me greatly as this is the last thing we need to get our case completed and an interview date. My wife contacted the Portuguese consulate in japan and they said she would have to fly to tokyo we are trying to figure out how can we manage that with her job and our finances. Any help or advice would be much appreciated.

If the Portuguese embassy will help to obtain the police certificate, then that's what you have to do.

POLICE RECORDS

(Including Madeira and the Azores)

Available. A Certidao de Registo Criminal is issued by the Direccao Geral de Administracao da Justica, Avenida 5 de Outubro 125, 1050, Lisbon, to people 16 years of age or over, regardless of their place of birth or residence. Requests are processed and available immediately. Validity is for three months as of the date of issuance. If the above record reveals conviction, a complete record may be obtained from the Presiding Judge of the Court where the fine or sentence was imposed. The procedure is the same for resident non-nationals. Former residents and Portuguese nationals applying from abroad should submit their requests through the nearest Portuguese Embassy or Consulate. Processing time for out of country requests is approximately one month.

It looks like you have to fly to Tokyo and apply for the police certificate personally.
