You've further confused the OP by using the term Embassy. Each country has only one US Embassy and it will be in the Capital city. Many Countries also have consulates, some several. The OP is dealing with the Consulate in HCMC and can get their notarial services there. If he can find the Consulate, he can find US Citizen services because the security people will assist him.

i initially used the term USEM for general reference, let me point out though that i clearly stated check with the local embassy's website for ACS, hoping that if he does, he would find a section bearing specific informations which may better suit his needs from his focal which is HCMC.

i don't have any intentions of misleading OP, that would be rude of me :no:
