e-mail is better....

You cannot call the embassy you must go through the call center which is in Poland.... Limited information can be retrieved .... If he does call he can pay via credit card

Why does he want to call? Maybe someone here has the answer....

Why does he want to call? Maybe someone here has the answer....

There is a 1-800 number he can call for the call center. He can buy a PIN over the phone with credit card. But as Fwaguy mentioned he can email kyiviv@state.us and he will get a response in 1-2 days. The PIN number and 1-800 number is for the call center, he can make an interview appointment or get a few questions answered, but only very few. If it is something he can wait for a day or two for an answer, I would email them.
