birth certificate and address

hey guys! I am filling out the I-130 for my wife she is in Russia on the first page it asks for her address do I need to spell her address is Russian letters or will English letters suffice? also my wife sent me a scanned copy of her Birth certificate to my email will a scanned copy work? also I seen on the net translation services does anyone now if these services are any good and does any one know a good website to translate her birth certificate from Russian to English?

Non Roman letter address is for Question 20.

You don't need to send her birth cert for initial filing of I-130.

But whenever a Birth Ceritificate is required, the scanned or just a copy wont work. I have been that situation, they declined my birth certificate and they asked me to provide either "Original Birth Certificate or Certified copied from the authorities of that country". So I recommend when they ask you for Birth Certificate not at this stage but later, then you should submit Original Birth Ceritifcate and Original Marriage Ceritificate.

According to the I-130 Instructions on the USCIS website, photocopies are perfectly fine unless otherwise stated, however Todd-Leah was correct in that your wife's birth certificate is not required yet. Once your I-130 is approved, her birth certificate will be required by the NVC, but they accept only original documents or certified copies, so the scan will not be sufficient.

These instructions also state "Any foreign language document must be accompanied by a full English translation that the translator has certified as complete and correct, and by the translator's certification that he or she is competent to translate the foreign language into English." If you require the assistance of a website, then you would not be 'competent to translate the foreign language into English'. You will need to find someone who is fluent in both Russian and English to do this for you.

They don't ask for it on the form, but you still can send them your lady's birth certificate, it's copy at this stage is ok. But later, during her interview, she will have to bring both the original, a copy and certified translation of all the docs that are in Russian.
