I had a little trouble understanding your post, but I think I know what you are asking. If the taxes you provided from your dad were a joint filing, i.e. earnings from both your dad and your step-mom. Then your mom would have to fill out an I-864a in order for her earnings to be considered as well.

If you do not want your step-mom's earnings to be considered, then you must provide your dad's W-2's and 1099's. This would be true even if your step-mom does not work. Ok now in answer to your question, since you are providing the I-864a for your step-mom, there is no need to provide W-2's (I am assuming you submitted Tax Transcripts).

Hope that helps!

Did your dad and step mom file jointly? If yes, and also since you stated that your dad exceeded the federal poverty guidelines with only his income, the only reason why they would ask for an I-864a for your step mom is if you provided a joint-return. They need the I-864a in order to consider the entire income on that joint-return.

Did you provide Tax Transcripts or a copy of the return? If you provided a Tax Transcript then there is no need for W-2s or 1099s. If it was a copy of the tax return, then yes, you absolutely need W-2s.
