Personally delivering packets to Embassy

Timeline

My fiance lives very close to the Embassy during that phase of the K-1 visa.

When she receives packet 3 can she prepare everything and personally bring the packet to the Embassy or does she have to mail it in?

Is this something that varies Embassy by Embassy... do I have to contact the Embassy?

Its best to contact the embassy and check what their process is. From what I've seen here, most embassies allow it - but still best to check.
