We have received RFE yesterday for K1.

They request to once again send them photocopy of my fiancee divorce certificate.

So, does anyone know if there is any special way to put Cover Letter in my response to them?

You can say:

Dear yadda yadda,

In response to your R.F.E. dated -:-:-, please find enclosed a copy of (name) divorce decree.

Regards,

Keep it short and sweet but I really don't think you need to send a cover letter, otherwise that would be my suggestion and two cents.

And don't forget include the original RFE (pink sheet) in your answer.

I don't think a cover sheet is strictly necessary, but it can't hurt either. And yeah, don't forget to include the actual RFE in your reply. You'll want to make a photocopy of it for your own records before you send it back.

And if the decree is in a foreing language, you'll need to include a translation into English.
