When do I have to pay for the Visa Fee's? Do I have to include proof of payment in the stuff I send back to Frankfurt after receiving Packet 3???

as far as i can remember you have to take the proof of payment with you to the interview. so pay the fee before your interview, you should do the online payment with roskos (dont excactly remember the name, but it should be in packet 3) and take the printout with you!

You don't send proof of payment to the consulate - you have to take it with you to the interview. Pay the fee when you send package 3 back, that's plenty of time to receive the confirmation you need. The online payment confirmation form is a fairly new procedure (when I had my interview in the beginning of last year the bank receipt was all they wanted to see).

Check out the website of the US embassy, all info you need is on there plus they should send you additional info with packet 3.
