were was passport issued my fiancé said her was reissued in Hong Kong but has Philippines Passport

so line 2 is Philippines Consulate , Hong Kong SAR ?

Timeline

If her passport was issued in Hong Kong, then the answer to question No. 2 (Place of Issuance) is Hong Kong. and question No. 3 (Issuing Country) should be Phillipines.

Tell your fiance to fill out the form with the EXACT same info that is in her passport, if it was issued in Hong Kong, is should say so in her passport.

04.18.2022- Interview done at Minneapolis USCIS Local Office   ✔️ Received N-652 "Congratulations your application has been recommended for approval" during the interview.

05.19.2022- Oath Ceremony in MN
