Green slip and my fiance' is crying non stop, what can i tell her

My fiance' got interview on 2-20-08. it took about 20 minutes, smoothly went through with the general question such as when, where you guys met? how you guys communicated? When, where he proposed to you ? any engagement ,where,when, who attended? then they want to see evidences: phone bills, e-mail, chat logs, pictures.......after all of that BLUE SLIP, which said they need:

1- petitioner and beneficiary's birth certificate ( perhap my last name is same as her mother last name )

2- beneficiary's ex-spouse info and address ( my fiance's divorced in 2004 )

3- 2 electronic version of DS 156 form ( vietnam filers : you must go online fill out form DS 156 then print them for your interview not fill out the ones that they sent with instruction package)

I sent by fedex express to her:

- Notarized letter explained why i am not able to obtain my parent's birth certificate because they both died when i were a kid.

- However , i still have my father' s death certificate ( with all the in fo on it such as his father, mother name, adress....) and my parent's marriage certificate ( with all the info about them and my grand parent)

- A certificate of local goverment to assign us ( me and my sibling ) to a charity for giving up when my parent passed away

My fiance' got all of her papers:

- her parent's birth certificates

- her ex information with notarized of local police where her ex is living

- 2 electronic DS156

On 2-28-08 She submitted all of the required documents to HCM consulate office.

After waiting about 2 hours 30 minutes they gave her a GREEN SLIP which said that : your case requires additional processing in our office. You do not need to submit futher documents. We will contact you when we have finished processing your case.

THEN MY FIANCE' IS FEELING MISERABLE

Some of my thoughs were:

- Through interview, with all evidences provided they did not ask for time-line that means our relationship is ok

- The subtituded documents for my parent's birth certificate are ok, because they have all the information that they required to see if you are related to your fiance'.

Why we got GREEN paper? GREEN means denied? administration review? or something else?

Any advices, greatly thanks

Im sorry to hear about this. I have no idea why you got denied and I cant answer your question since Im not through with the whole process yet. But, if I was you or your fiancee' I will try to speak to someone at the embassy and ask them why I wasnt granted with a visa... what Iam lack with? They cant deny your petition without a reason and I believe that we have the right to know why we got denied.

Because of the following examples and from the advice from others I plan on being present during the Interview.

I hope you can get everything worked out. Tell your fiance that no matter what happens you will both work to make it happen. That is just what you have to do in life sometimes, make it happen.

Read what you wrote in the first quote. Why do you think you might have been denied? The consulate needs more time to review your case. If you were denied, they would have said you were denied. Sit tight and wait for them to make the decision. It won't take long.
