Timeline

Visa interview has to take place in country of residence, if you are not a resident of Canada, then you will have to do it in home country.

I have seen people get cases moved by contacting DOS visa services. http://travel.state.gov/about/info/info_308.html#visa

Is now a US Citizen immigration completed Jan 12, 2012.

you CANT have your interview in Canada as your work permit doesnt mean you become a citizen or a legal immigrant of Canada.

You have to pass your interview in your own country and if you ever need an extention of your NOA2..USCIS can renew it once for 4 months.

I think this is technically wrong... if you have legal residence in a country (even if it is temporary ...which a work permit grants) then you can ask for a change in consulate... there is no requirement that you are a citizen or legal immigrant of a country...
