Do I still have to apply for a Waiver even if my fiance hasn't ever been to America?

Timeline

A friend of mine has an open appointment in CDJ and she is wanting to go to CDJ at the end of March...her fiance has never crossed the border or been to America, ever.

She doesnt know anything about the INFOPASS appointment and how to apply for the waiver...since he has never been to america illegally, do they still have to do the Waiver?

Timeline

Only if the counselor officer in CDJ asks for a waiver after conducting interview request a waiver will you file one.

If you have no reason to be denied an visa the a waiver is not needed.

The waiver is only for the people who has been in US ilegally or if the person is inadmisible for some situation... So if his fiance never has been in US she don't have to fill out anything related with a waiver...

And the INFOPASS is a date that you make with an USCIS local office if you have any problem with your case.
