Question about Consulate Checklist

Timeline

Maybe someone can explain this to me:

In receiving my 1st package from the US Consulate (Montreal) I am instructed to complete and send in the forms supplied.

Fine.

Then there's the checklist where I'm supposed to get all the support documents, the background and medical -- and once I have all of that, to send in the checklist so the embassy can assign an interview date (which can take another 4-6 months).

Now, don't they want the medical and the background check done as close to the interview date as possible?

If so, then why am I supposed to get everything together ASAP, when both could be termed "out of date" by the time of the interview? I'd like to just send in the checklist so they can assign the interview date while I'm collecting the docs but don't want to risk any problems that might cause.

Suggestions/advice appreciated.

Medical is good for a year, and depending on the countries involved the police certificate is too.

Now the other confusing thing is this -- as I don't have an interview date yet, will this checklist/letter be enough to get permission for the background check/medical from those providing the service?

It's a bit Catch-22 isn't it? You need the checklist complete to get your interview set, but can't get the med/police until you have an interview date.
