you can send it from anywhere in the world... just make sure you provide sufficient postage

YMMV

Yes, so long as the "Post mark" after Feb,3,2009, the petition gets sent to service center having jurisdiction over US citizen's place of residence in the USA.

I would NOT mail the package until you are FREE to marry. Waiting a few days to do it right wont make the process go any slower.

And yes it can be mailed from PI

I answered this last week: http://www.visajourney.com/forums/index.ph...=157128&hl=

You can send it as soon as you have your final divorce decree, and not a day earlier.

As YuAndDan said

USCIS can take UP-TO 6 months to process an I-129F

Then it goes to NVC (about 1 week); then to the Embassy/Cosulate (about 2 weeks); you receive additional forms from the Embassy; you go for interview (about 4 weeks) . . .

If you send in Feb 2009, it might not be until September 2009 that you have your interview.

I am a bit confused Who got CITIZENSHIP to what country???

Not a red-flag ig filed AFTER a divorce effective date, people sometimes separate for months to years before they divorce.
