Here in Ireland I had the same problem

The embassy would not issue me a letter of request before I received my packet 3

Once I received my packet 3 I brought that to the Japanese embassy and they then fingerprinted me.

I received my police report 2 months later (i was lucky, usually takes 3) so had to schedule my interview to after that.

The embassy should accept the packet 3 as proof of request.

The other option is to get your fiance (USC) to call the US embassy in your country and ask them to issue a letter of request.

You might get lucky!

Let me know if you have any other questions about it.

I live in Japan so obviously things are much easier for me. However, the same rule applies. I went to the Tokyo police yesterday to apply for the PC. Like you, I had to take the letter from the USE which came in Packet 3. They will not accept an application without the letter.

If you have to wait 2 or 3 months, it seems you'll have to reschedule your interview. I think I know how you feel because I also have to postpone my interview (scheduled for July 14) because I need PCs from China and Italy and haven't gotten either.

Hang in there.

God bless.
