Best way to contact embassy:

8A - 11A (Lines start at approx 6A and they usually around the block by 7-7:30A, so come early. The counter closes promptly at 11A no matter what...any people standing in line are turned away; This is the best place to pick up paperwork even though the wait is awful. Also best place to plead your case since it's so hard to get through on the phone and the email/fax rarely get any results.

Email, see advice above.

Approx. waiting time for interview date from when NVC sends package to Embassy:
For K1, 2 months
Packet 3:
Yes
Packet 3 contains:

For K1 - Everyone I know has recieved at least DS-230 Part I with their Packet 3. My fiancee recieved DS-156 and DS-156K in addition, while others only got DS-156K or DS-156. There does not appear to be any uniformity at all.

Packet 4:
Yes
Packet 4 contains:

DS-156
DS-156K
Appointment Letter
Medical Instructions
The medical instructions in Packet 4 can be found on the following site, but you need the Appt letter from the consulate to get the medical done.
http://usembassy.state.gov/mumbai/wwwhimmi.html#medical

Packet 4 is actually mailed out in an efficient manner when they have scheduled your interview date, so there is no need to pick it up at the consulate. If you do pick up Packet 4 at eh consulate, a consulate employee will move anyone with an interview date to the head of the line so they can pick up their paperwork.

Background Info : This topic details the forms and paperwork recd from Mumbai consulate after receiving the approval of the K-1 visa (I-129F) and after the file has been forwarded by USCIS to National Visa Center.

For those who are are new to this whole K-1 / K-3 business....it is worth repeating what exact step I am talking about.

1. The US Citizen applies in US using the I-129F form at the Service Center that serves your state etc. You get a receipt number by way of a letter (called Notice of Action or NOA1 on this site...).
2. The application gets approved depending on the timeframe by the service center. This is being referred as Notice of Action 2 (NOA2 on this site).

3. After the approval, USCIS sends approval information to National Visa Center.

4. NVC sends the approval info to the consulate where you fiancee / fiance is.
NVC also assigns a new tracking number and sends a letter to the petioner (US Citizen with that number.)

5. They collect / receive the application forms (called packet #3) from the US consulate in their country using the NVC's newly assigned number. In case of Mumbai...the number begins with letter BMB....I guess for the city Bombay, as it used to be called before the name was changed to Mumbai.

6. You will fill out the forms as per US Consulate process.

7. Consulate schedules visa interview as per local procedures.
